An English made Fly Cutter.Ref:wsfly.
I am not certain of the age of this item but regardless of that when it is cleaned up and adjusted it will make a very useful and robust fly/ornamental cutter.
Will take 1/4in square cutting tools,has two sets of angle graduations on the spindle casting.
If used on a top-slide would suit 3.5in centre hight lathes or larger.
